Who speaks to whom, who is allowed to listen, what an emergency button does, and what dispatch must see. That catalog is the contract.

Questions
Before a radio ships
If you are standing up police and guard comms, a command floor, or an encrypted talk group — these come first.
Is this surveillance?
No. This page is command-and-control of people you issued a radio: talk groups, location of your units, a floor that hears the incident. Camera AI lives at /services/ai-tracking. We do not build intercept of civilian phones or population-scale dragnets.
Can you stand this up in a country with thin coverage?
Yes — that is the usual case. Dual-SIM, Wi-Fi into the same groups, store-and-forward, a reconnect that keeps the incident channel. Analog is a 2 km bubble. Cellular PTT is a national network.
Do the radios encrypt?
TLS on the path is default. End-to-end on voice and messages — so the server cannot listen — is a separate product on /services/end-to-end-encryption. We do not claim a magic cipher. We put a real protocol on issued devices you own.
How is personnel monitoring different from AI tracking?
Personnel monitoring is the units you issued: GPS, duty, last heard. AI tracking is cameras with boxes on workers vs other people. Same buyer, different floor. Many programs buy both.
